Josh White is an international business strategist and deal architect with deep expertise in creating sustainable value chains between Western innovators and GCC partners. He specializes in bridging cutting-edge medical, technology, pharmaceutical, space, and defense products and services with Saudi Arabia and the broader GCC, structuring partnerships, joint ventures, market entries, and investment flows that deliver measurable results for both sides.
With nearly a decade at Saudi Aramco in Dhahran, Josh served as the lead lawyer and negotiator on the initial stages of the landmark Jazan Refinery Mega-Project (part of the broader Jazan Economic City initiative). In that role, he supervised multiple major construction packages valued at tens of billions of dollars, coordinating and negotiating with a consortium of top-tier international EPC contractors including Petrofac, Hyundai, Hanwha, SK Engineering & Construction, Técnicas Reunidas, JGC Corporation, and Hitachi Plant Technologies. This experience honed his ability to architect complex, multi-party, cross-border deals in high-stakes environments while aligning commercial, technical, and localization objectives.
Josh has structured and negotiated high-value international transactions across Europe, the Middle East, East Asia, and the Americas. He is a strategic partner who walks alongside clients from opportunity identification through deal close and operational execution—ensuring Western companies are fully prepared for GCC realities and that partnerships generate lasting value chains, market access, and mutual growth.
He founded Saqr Consulting to deliver practical, relationship-driven solutions that open new regions, unlock investment flows (including GCC capital into US companies), and create win-win outcomes. Josh has lived extensively in the GCC, with all four of his children having spent their formative years in Saudi Arabia (his youngest born there). He remains deeply committed to the region and has built an extensive global network across key industries.
